Call for location scouting and budgeting service

Northern Ireland Screen is creating a framework of freelance location scouts and industry professionals to provide a location scouting and budgeting service for prospective TV and film productions. This will involve reading scripts, preparing location breakdowns and discussing location briefs with producers and directors for feature film, TV drama, factual entertainment, documentary, and short film projects.

If required, the service will also include the production of a budget based on the locations scouted and the script.

The scout will need to provide an excellent standard of photography to the production teams and be available when required to prepare a scouting itinerary and accompany production teams on scouting recces based in Northern Ireland.

Northern Ireland Screen requires its freelance location scouts to have worked as assistant location managers/unit managers/location managers on funded projects for television and feature film production. They must understand the role of a location scout when providing both accompanied and photographic scouting services to a range of projects from independent film to factual entertainment to large scale productions. They must be able to supply a high standard of photography, maps and details of the logistics of shooting at particular locations in Northern Ireland.

For budgeting services applicants must have prior experience of putting together budgets for a range of film and TV projects.

The freelance location scout and budgeting service applicants must be residents of Northern Ireland.

PROFESSIONAL ABILITY

Individuals who wish to be considered for inclusion on Northern Ireland Screen’s location scouting and budgeting services framework must be able to demonstrate the following minimum professional criteria:

  • Have a minimum of 24 months consecutive experience in film and/or television in an assistant location manager, unit manager, location manager or Line Producer/UPM role.
  • Evidence an excellent knowledge of the geography, landscape, architecture, and infrastructure of Northern Ireland.
  • Evidence an excellent knowledge of the film and/or television production industry in Northern Ireland

Location scouts will be expected to hold a full driving licence and have access to the equipment necessary to carry out the role to a high standard.

Individuals, in support of the above criteria, must submit a CV with two references regarding this area of work and a cover letter outlining their relevant experience.

All successful applicants will undergo Access NI.

CLOSING DATE

Closing date for this call for is Friday 29th March 2024 at 12 Noon.

PERIOD OF SERVICE

It is anticipated that subject to the continuing availability of funding that the successful candidates will be engaged for a maximum of 12 months, reviewed at 6 months. However, it should be noted that Northern Ireland Screen cannot guarantee a level of work.

It is anticipated that service provision will commence in August 2023. 

ASSUMPTIONS

Individuals applying must not make assumptions that Northern Ireland Screen has prior knowledge of them or their service provision and they will only be evaluated on the information provided in their response.

CONFLICTS OF INTEREST

The service provider must confirm that they have no conflict of interest or perceived conflict of interest in delivering this service.

The successful service provider must not allow themselves to be placed in a position where their personal interests are in conflict (or could be in conflict) with the interests or business of Northern Ireland Screen.

PAYMENT

Payment will be made following receipt and approval by Northern Ireland Screen of a detailed invoice. All invoices must have a unique Purchase Order reference number clearly stated on them and be in Sterling. Please note Northern Ireland Screen will not be responsible for any bank charges that are incurred due to the currency invoice is paid in. All invoices must be sent directly to [email protected].

Location scouts will be paid at £300 per day plus reasonable expenses which may include but is not limited to: fuel, catering and entry fees to properties. Northern Ireland Screen does not pay for box hire or for the hire of the scout’s personal vehicle. If required Northern Ireland Screen can provide a vehicle for the scout to use while scouting for Northern Ireland Screen.
